| The first step in applying for funding from the United States Anti-Doping Agency (USADA) is to determine whether your proposal would fit within one of our current objectives listed in the Grant Application section. To apply, we ask that you submit a preliminary letter of inquiry, not a fully developed proposal. |

| The letter of inquiry should be on your institution's letterhead, should not exceed five typed pages, and should be organized as follows: |

- Executive summary
- Background—a brief description of the problem you propose to address, including evidence of its importance and direct benefit to athletic drug testing and drug control
- Project description
- state the project's principal objectives
- describe the components of the methodology
- provide a timetable of deliverable items and/or expected outcomes
- estimate the direct cost of the entire project (don't include indirect costs)
- discuss the qualifications of the institution and the principal personnel to complete the project
- discuss the impact of the project on drug control and any difficulties in transferring the findings to routine aspects of athletic drug testing
- indicate the potential for matching funds from another organization
- other important issues not covered above

| Your letter will be reviewed to determine whether the proposed project is within our program guidelines and current priorities. If it is not, you will be promptly notified. |
